Provides engineering expertise in support of day to day field operations esp. in his area of expertise areas that may encompasses instrumentation/control systems, electrical, rotating equipment. He/she serves as technical advisor to management and junior operations engineering staff. The senior operations engineer supports operating and maintenance departments in the organization. Provides troubleshooting capability to minimize problems and interruptions. Develops and implements strategies and programs to enhance service availability and to reduce operating and maintenance costs; this includes the application of new technology. Leads engineering teams on special projects. Ensures that technical requirements are implemented on new capital projects. Coordinates and executes long range studies, capital projects planning and scope definition. Participates in technical committees related to his area of expertise.
INTERNAL: Operating and maintenance personnel in the resolution of technical problems. Engineering personnel to render specialize assistance and development of junior engineers.
Facilities Planning, Consulting Services, Project Management and other technical and staff organizations to coordinate, plan and implement both long- and short-term goals.
EXTERNAL: Interfaces regularly with equipment vendors to resolve current problems as well as introduce and apply new technologies. Provides technical direction/support to in-Kingdom and out-of-Kingdom design contractors.
Interfaces with FPD on development and implementation of major capital budget items. Interfaces with consultants to conduct special studies as required.
A. Provides high level engineering expertise in the resolution of operational problems. May provide work direction to young engineers in the team.
B. Formulate and implement long-term strategies to improve operations and reduce costs. Defines the long-term technical direction of his assigned operating area.
C. Serve as an advisor to management on technical questions and issues.
D. Responsible for the definition and execution BI-19 projects as assigned. Works with Facilities Planning Department personnel to develop and define major capital budget items.
E. Provide technical direction in specialized areas of his expertise to outside design contractors on major capital projects. Provides technical guidance for the development of capital projects.
F. Lead groups of engineers in the commissioning/start-up phase of complex projects
G. Ensure that all designs comply with standards, are cost competitive, viable, and meet operational safety requirements. Review waiver requests for non-compliance design and construction issues and provide technical advice for satisfactory resolution.
H. Develop/provide technical direction, and act as mentor to junior engineers.
I. Participate in standards reviews to assure inclusion of requirements that are of practical benefit to field operation and maintenance in regard to safety and efficiency of the facilities. Provides guidance on standards development through technical committee participation. Interprets standards and recommends changes to reduce costs associated with overly stringent requirements.
J. Plans and executes long range technical and operational studies.
A. EDUCATION: B.S. in Engineering. MS or higher qualification is desirable.
B. EXPERIENCE: Fifteen (15) years relevant operations engineering experience.
C. OTHER: In-depth knowledge of company and international specifications, codes, and standards, with a knowledge of engineering practices and economic principles.
