We are seeking a Contracts Advisor to join Saudi Aramco’s Northern Area Oil Operations Contracts Admin Unit (NAOOCAU). NAOOCAU provides the best in class Contract Procurements (LFC, MFC, SFC) in conformity with all established Corporate Contracting ethics, policies and procedures, also, any applicable laws of national and global as concurred by Saudi Aramco Law, Financial Risk Management, and Treasury Departments. Also, provide reliable, safe, and cost-effective procurement services to all Northern Area Oil Operation Departments in order to fulfil the timely operational requirements, and at the same to contribute to the Kingdom local economy, with a focus on IKTVA and Saudization by highly skilled, motivated contract development employees.
The contract advisor shall have a past experience in the areas of development, procurement and administration of long form contract ranging from General Services Types to Complex Services Types Contracts value range between $10 MM to $200 MM, and less value type Short/Form Contracts, in line with pre-established Oil/Gas & Petro-Chemical Company Corporate Procurement Manual requirements, without compromising the safety and quality, at the same time achieving cost savings and or avoidance concepts in all activities.
You will be required to perform the following:
Prepare financial studies that establish technical, financial and/or procedural/administrative feasibilities for contract services and evaluation of alternatives.
Develop the scope of work for various contract services along with end user. Develop professional presentations for Executive Management.
Participate as the contract proponent representative on the Bid Review Team charged with development of a realistic Company position on contract terms and the negotiation of these terms.
Provide or assist in the provision of proponent representation in the administration of contracts and participates in the development of financial and technical advice on intent of wording, scopes of service, or other clauses that may impact cost and cost/benefit relationships.
Prepare Company Estimates or works with the Company estimating functions in the preparation of Estimates.
Prepare verifications of contractor cost and preparation of escalation or de-escalation amendments.
Negotiate with contractors as part of a negotiating team comprised of contracting and contract proponent representatives. Prepare responses and help to represent the proponent on Claim Review Panels.
As a successful candidate, you
Hold a Bachelor’s Degree in Engineering discipline. MBA or PhD is desirable.
Should have a minimum of 15 years’ experience; independently developed, procured and administered the General Services type Contracts to Complex nature type Contracts in the Oil/Gas petroleum companies or Petro-Chemical related industries with progressive work and supervisory responsibility.
Must have a thorough knowledge of auditing, accounting and contracting techniques and procedures.
Must have a strong understanding of various scope of work, perfect contract development skills and procurement of various contracts are required.
